Incomplete install of Intel Corp ME Firmware Component

The install for "Intel Corporate Management Engine (ME) Firmware Component (sp77782.exe)" will not complete. When run using the Command Prompt as an Administrator it stops at the following command line:

Left command prompt window as is overnight. Nothing happened. It still did not finish installing. After aborting the script the laptop was restarted. On restart the screen displays "(A7) Me FW Downgrade - Request MeSpilock Failed".

How can the install of SP77782 be completed? How to resolve the boot message?

As an FYI, the laptop BIOS version is at the latest version "01.12 Rev.A".

Assistance to resolve this problem(s) is appreciated.
