So I have this problem that's been going on for a few years and couldn't find any fixes for it so I just left it. I want to try my luck here now.
I have this desktop HP Pro 3500 series that doesn't properly shut down. When i shut down from the start menu the screen goes blank but I still hear sounds coming from the case and my mouse and my desktop LED are still on. Only way to shut down is to forcefully hold down the power button.
If i restart my pc, the light goes off on it's own for a brief period, so it's working fine then. I tried booting in safe mode and then shutting down, but I can't even shut down from safe mode. It just gets stuck in the windows closing screen, so I have to hold down power button.
I've already updated my bios and scanned my pc for viruses. I checked all the power/shut down options and shut down is set to shut down. I disabled hybrid sleep mode too, but nothing seems to work.
Any help would be very appreciated.

The best place for an issue such as this would be at Microsoft Answers community.
It is going to take knowledge of which version of Windows is installed and which updates have been installed.
Your best bet would be to start from scratch.
Save all important information to external storage media.
Find all of the programs with their activation keys that you want to have on the PC.
Locate the 25-character Windows 7 activation key and write it down.
Once you have that you can download the ISO from the following Microsoft download website and make a USB installer.
https://www.microsoft.com/en-us/software-download/windows7
Reinstall Windows 7 from a USB installer.
Check to see if the PC shuts down. If it works as advertised make sure that you have a good system restore point.
Install all of your programs.
Update to service pack 2 and then turn off updates for your OS.
