dc7800p small form factor
Microsoft Windows 10 (32-bit)

When i turn on my dc7800p, the front fan makes loud noise and the pc will not boot. I get no display.

If i turn off the ac power and then turn ac power back on and try starting the computer, it will boot.
Basically i am having to do this everytime to boot my pc.
Any help as to what could be the problem or how it can be resolved would be greatly appreciated.

PC does the same when it is stand alone. (I tried to isolate the problem by removing the monitor, keyboard, mouse etc).

Please help!
