- keyboard stuck due to bad system config info

Upgraded to Windows 10 when it was first available. Minor issues until now. Now we have a bad_system_config_info and the Automatic Repair brings up the choose keyboard layout. However, as soon as you power up the computer all usb ports do not work. I have a wireless keyboard. I tried to hard wire 2 old keyboards with a ps/2 - USB adapter. No luck. I tried all the force boots. Since the keyboard does not work, I cannot even hit any of the function keys to get safe mode, etc.. Same message. I created a Windows 10 installation USB and DVD. USB was not recognized. DVD was, but you need to press any key to continue booting from DVD.
Does anyone know if I can create a Hardward Diagnostic UFEI on a DVD, instead of a USB? I figured this may be my last and only solution to at least recover my data.
Any and all suggestions are greatly appreciated.

Going through your post, I see that you are facing issues after updating to Windows 10 on your HP Touchsmart. Let’s try the steps below and check:

If Windows is open, click Start and then Shutdown.
If Windows is not open and the computer has power, press and hold the power button on the computer until the computer shuts off.

With the power off, disconnect the power cord from the back of the computer.

With the power off and the power cord disconnected, press the power button on the computer for 5 seconds. The power light indicator on or near the power button might turn on briefly but then go out.

Reconnect the power cord and turn on the power.
Now, plug a wired keyboard and turn on the power. Immediately start tapping the “Esc” key on your keyboard and let me know if you are getting the startup menu.
