Part 1
I unpluged both fans couple months back so i could clean then and i plugged them both back in the original placed but now on boot i get a screen saying they arent detected, but if i press F1 i can continue to boot and use the PC. Both fans are working, so i don't know whats up.
Part 2 i was don't to do a Bios update and see if that helped so i did i downloaded the update from http://support.hp.com/us-en/drivers/selfservice/swdetails/HP-Pavilion-500-Desktop-PC-series/5399647/... and i ran the .exe and rebooted and it didn't fix the issue. So i don't know what to try next. Also since the Bios update was installed by a .exe when ever i need to reformat C:\ to reinstall windows i will be ok right? the bios flashed to the Cmos ship its not sitting in my C:\ correct. http://imgur.com/a/LMnAL

First, you don't need to unplug CPU and system fan to clean. You do need to unplug the PC from AC power and depress the power on switch to drain residual power from the motherboard before working inside the PC. You also need to let the PC dry if you are using compressed air before connecting to AC power and depressing the power button.
Suggest you remove the MB battery near DRAM slots and let it sit for ten minutes or more. You're working inside the PC so follow advice above or you can kill the MB and installed components.
Reinstall the battery.
Connect to AC power. Then turn on PC.
Let me know if this corrects your problem.
You might want to verify you connected the fans using the correct pins on the MB. Most fans are keyed so they only connect to the MB one way. Your PC may not have this safeguard.
