As I understand around the cursor you've got a Box Shaped surrounding,

I'd like to thank you for the being detailed in your description of your concern,

as you have ensured I don't have to ask any more questions,

 

That said, It looks like you have turned on the Magnifier.

Open Control Panel / Ease of access center.

Click Make the computer easier to see.

Scroll down and remove the checkmark from the Turn on Magnifier option.
