Hi, I got same problem just like you.
Issue:
very slowly in BIOS operation, I should wait 1-2 seconds when press a move key.
after boot to windows (10), it looks normal
MY pc is H7-1020, WIndows 10 new install and move from a HP 6000(Intel motherboard)
I remove the DVD as this post said, I also change the RAMs location from 3,4 to DIMM 1,2
it works, bios fast again, if remove DVD doesn't work, chech you DDR3 ram location. some article said: amd should install in this order: Dimm3, DIMM4, DIMM1, DIMM2
for Intel: DIMM1, DIMM2, DIMM3, DIMM4
HP manual have nothing about this, but maybe you can try this, change the DDR in DIMM location...
MY motherboard has another issue, the audio doesn't work, it can be see in device, but not any sound in speaker ...

Finally, I found, the problem is come with the second Display card be installed, the motherboard include a integrated HD4000, when I install another HD7600, the bios interface become like a snail

But one day later, it become slow again in BIOS configuration, so memory location, second display card ... nothing related to the issue, but the 3rd, it become quick like normal, what a wired AMD motherboard, the sound card always no sound output, another USB sound card running well, the inegrated sound card looks everying is well, can identity the where plugins, can see the volumn change in test, but nothing output to speaker
