change boot device hp pavilion

I have a HP Pavilion a1200y desktop and trying to re-install Windows.  In trying to change the boot device order so my DVD drive boots first, I'm finding that there are no devices listed in the BIOS under Boot Order....not even my "C" drive.  How do I change the boot order so the DVD drive boots first?

Hi:

 

You should be able to get the DVD drive to boot by booting up the PC and at the beginning of the HP welcome screen, tap the F9 key to launch the one time boot menu.

 

Select the DVD drive and you should be able to boot from the windows CD/DVD.
