I found a MANUAL FOR THE AIO. On page 2, it indicates a possible explanation for that as "Webcam privacy shutter slide switch"
See if that is what that is.

When you right ckick the "Start button" - lower left on most PC's - does it give you the popup menu with "Shut down or sign out"? Slide up to that and then pick shut down from the right of that. Does it start to shut down and not complete or do nothing?

Again RIGHT CLICK on the "start button" Move the mouse up to the "Shut down or sign out" but do not click and then pick "Shut down" from the popup menu to the right of that. Does that change the behaviour?

I right click on the start button, then i move the mouse up to the "Shut down or sign out" and then click on "Shut down".
Appear the message that is running the shout down, but then appear this screen
If can help, i notice this lever on the top of screen, but i don't know which is its function.
The PC it's not mine, but it's of my customer. So i don't really want to try to pull it if i don't know the real function
