After switching on my computer, a window opened asking me to upgrade to the latest Radeon driver, which i did. After the installation process was completed it asked me to restart my computer, which again i did. Everything seemed fine but as soon as my desktop background picture appeared it didnt load properly and then began switching from that to a plain green screen every few seconds. My mouse pointer moves but i cannot access the start menu or anything else. (Im using Windows 10, just not sure which version)

There are some possibilities to resolve a problem such as start in "safe mode" and then roll back the Radeon driver or use System restore to set it back to before the Radeon driver was installed.
A failed start on Windows 10 will typically bring up "safe mode" after two or three attempts are made.

That will work, too. As you found out. Most users prefer to save that option for when the other solutions do not work, however.
