When I turn the computer on it goes directly to the dreaded blue screen and when a computer professional weight internally and try to reboot the system it will not allow him to restart any systems for download new drives what can I do

Turn the computer off.

Turn the computer on, and immediately tap/tap/tap on the 'F8' key, to see if you can access the "System Repair" window.

If you can, then one option will be to "repair" Windows.  Try it.

That is already been done along with a computer professional went in and tried to reboot the system and he will not reboot it says everything is fried and I only just bought the computer

It is time to "Contact HP" (scroll-down on this web-page to the bottom-left, to see the 'Contact HP' hyperlink) and to exercise the "warranty" on your computer.

 

You'll be told how to get an RMA ("Return of Materials Authorization") and how to package and ship your computer to the nearest HP Authorized Service Depot, for repair/replacement.

 

Before you send it, can that professional use a "disk-cloning" program to copy the entire disk-drive, "as is", to an external disk-drive?  This will make a copy of your disk-drive, which will include your personal files.

 

Even though you cannot "boot" from your disk-drive, it still may be possible to read your "My Documents" folder, and your other folders ("My Pictures", "My Music", et cetera).

It is unfortunate that you marked your own message as "accepted answer", instead of marking a response from one of the volunteers who tried to help you as "accepted".  This discourages the volunteers from trying to help you.
