HP Comm Recovery

So in Event Viewer I keep seeing an Event ID: 0 error warning that states: "Failed in handling the PowerEvent. The error that occurred was: System.IO.IOException: The process cannot access the file 'C:\Windows\Temp\signtool.exe' because it is being used by another process.

The source is HP Comm Recovery. 

I've searched the web for info on HP Comm Recovery but there's no pertinent information I've been able to find.  I know the Event Viewer can be filled with a lot of not so useful information and my computer doesn't seem to be ill-affected by this warning but I just want to know, what the heck is HP Comm Recovery and what is it supposed to do?

First, it seems unusual for any program to "permanently" reside in the 'C:\Windows\Temp' folder.

That's a folder that is used when installing programs.

Anything in that folder is deleted when you run the Windows "Disk Cleanup" utility.

Second, what sort of "power" event is being journalled?  Is some device unexpectedly powering-off?

As I said, it doesn't seen to affect the machine but I was just wondering what HP Comm Recovery is.

Well, I found HPCommRecovery in Program Files and the readme.txt says:

"The HP Connection Optimizer is a background service which monitors the status of Ethernet, WiFi and Broadband devices.
It will try to recover the device if an error is detected."

I guess that satisfies my curiosity!
