HP ENVY 700 series
Microsoft Windows 8 (64-bit)

my HP desktop started turn off and on and keeps trying to come on.  Sometimes when I try it will turn off with the button and other times I have to unplug it.  The unit trys to start working but then it shuts down and the trys to restart  over and over again.   could it be the power supply?

It could be your power supply or any other part of the PC.  I would lean toward a loose connection with the hard drive perhaps(?).  If your PC is under warranty, you should be able to get this looked at, otherwise, as you can see from the thread, it's a difficult thing to diagnose.  You may see if you can find a reasonably priced tech to do the procedure outlined on superuser for the issue...

 

All the answers in the superuser thread are good answers, but I especially like the CMOS battery answer and the dirty CPU/motherboard answer as those can be correctly inexpensively...
