I'm getting a system failure message and told to run diagnostics. I just downloaded the diagnostics from the HP site, but can't find it on my computer to run it. Please tell me where to go. Thank you.

Allow me to welcome you to the HP forums!
The Browser you used to download the HP file has a default folder that holds the downloads. You have to go into the Browser and find the default folder
Since you mention Winb10, you're probably using Edge -- so this is the information you need: https://www.tenforums.com/tutorials/6215-view-microsoft-edge-downloads-windows-10-a.html
