There are a few places where a password can be set:
* on the laptop itself, as soon as you turn it on,
* when it boots and you see the "login" screen.
If the former, have your "Proof Of Purchase" documents ready, and call HP for technical support (free in the first 30 to 90 days). You'll have to prove that you are the legal owner of the computer -- not a thief who is trying to boot a stolen computer.
If the latter, then search the Internet for "Nordahl Offline Password Editor".
If you can download this software to a CD-recordable,
and if you can boot your computer from this CD,
the software can be used to "blank-out" the password.
Remove the CD, and reboot, and do not enter a password. You'll get logged-on.
Then, set a new password.
Or, if the latter, turn the computer off. Turn the computer on, and immediately look for a "press Fxx to enter System Recovery". Press that key, and proceed to reinstall Windows from "scratch".
