So I need help to download Windows 10 and also Windows Office/Excel/PowerPoint without cost.

Have both good and bad news for you ...
The good news is that you can create Win10 installation media for free using this link: http://windows.microsoft.com/en-us/windows-10/media-creation-tool-install?ocid=ms_wol_win10
The bad news is that you can NOT download MS Office for free. If this is a recent version of Office (i.e., 2013 or newer) and you activated it using an email from Microsoft, that is what is known as the Click-to-Run (CTR) version, and you can use the MS email to download a new copy and activate it.
IF it is a version that came preinstalled on the PC, then you can not download it, as that is not available. In that case, you would have to contact HP Customer Support to find out what options you have:
