Also I called hp customer support and asked them how long it take envy23 to startup normally, this was a simple question and they told me because my warranty expired I have to pay $60 before getting an answer. Can't believe it

Will try to assist you with this problem.
First, Envy 23 is many HP PC's. Please provide specific model of PC.
Some PC's don't take Windows 10 upgrade with success. This could be your problem.
Do you have HP Recovery discs or USB. You maybe have to go back to factory operating system HP installed when PC was built by HP.
So there is data loss. Have you backed up files you need to keep? No backup and doing a factory recovery will cause loss of files you may need.
Please give this information to proceed with solution. You have tough problem to fix with negative effects if no data backup on external drives.
