never gets past the hp sign it restarts afterwards all the time

Welcome to this forum.

 

The HP "splash" screen is produced by the motherboard, once it has completed its POST (Power-On Self-Test).

Then, it tries to load Microsoft Windows from your disk-drive.

 

However, I understand that it is failing to load Windows, and then automatically restarting.

 

Turn the computer off.

Turn the computer on, and start repeatedly tapping the 'F8' key.

You may get a "System Repair" screen to appear.

Try the "repair" option.
