Turn the computer off.
Turn the computer on, and keep tapping the F8 key until Windows displays a "recovery" menu.
Use one of the methods to "restore my computer to an earlier date", i.e., before the updates were downloaded.

Yes, when Windows has finished booting, the F8 key does exactly what you say.
Use normal "shutdown" to turn the computer off.
Turn the computer on.
IMMEDIATELY start tapping the F8 key, until you see the Windows "repair-and-recovery" screen.
Do not wait until Windows boots.

This could be a problem with the disk-drive.
Can you remove the disk-drive, and connect it as a "slave" disk-drive in a working computer?
On that computer, Google-search for "download free SPECCY".
Download, install, and run it.
Select the "Storage" section, and look at the SMART report for the "slave" disk-drive:
Hopefully, you will see 'Good' everywhere, not 'Bad'. But, ...........
