Tehe HP 2509m monitor is black. By turning off & back on monitor power switch, briefly illuminates & shows DVI "active" & VGS "no signal". re-booting does not solve. Blue power switch lights on both PC & monitor stay blue, so unit is not going into hibernation. I unplugged & re-plugged related cables, without improvement.

Well that be a sign of the video card failing. From the SUPPORT PAGE, that PC has a ATI Redeon HD4350. Try removing the card and connect the monitor to the onboard graphics. That will tell if the card has failed or not.
