I get this message in many places, especially when trying to Update. Does anyone know what the hell it means? It baffles me, seeing as this is a Home computer, and their is no way any "Organization" is in control of it. It is really XXXXXXXXing me off!

These messages are generic Windows 10 notifications when Privacy or Update settings have been modified.
You or HP may have made changes to standard Windows 10 Settings.
Ignore them as they are of no consequence.

Does it block the update, or do you have to click 'OK' to continue with the Update?

Windows does include "Group Policy" features, which allow system-administrators in an organization to control the configuration of computers they supply to their employees.
Has your computer ever had a computer-virus? So of those malicious software programs add/change Group Policy settings, mostly to try to annoy the victim, and to make it difficult/impossible to "undo" the virus.
Because you are the Adminstrator of your computer, you can use the Group Policy Editor to delete any irksome policies.
