Product: h5q62aa#aba HP Pavillian touch
Operating System: Microsoft Windows 8 (32-bit)
Error message when starting up computer reads: PXE over IPV6 then turned to error no boot disk has been detected or disk has failed

PXE over IPV6 is a network boot error. Had you made some changes in the BIOS by chance?
Another member had an identical issue with his AIO 23" desktop PC back in 2014. Take a look at the following thread.
