Pavilion Elite HPE
Microsoft Windows 10 (64-bit)

Purchased new HP desktop.  Wanted to donate the HP Pavilion.  Performed full recovery (wiped data and apps) plus installed a clean copy of Windows 10.  Recovery did its job and "wiped" everything.  Unfortunately, it also rendered my USB mouse and keyboard unusable - does not work at all.  Can get into BIOS and keyboard works.  BIOS asks to run the System Recovery Disks.   However, the Systems Recovery Disks are from when computer's OS was Windows 7.  Upgraded to Windows 10 in 2016.  Can I run original Systems Recovery Disks without harming the computer?  How do I get new Windows 10 to "turn-on" my USB mouse and keyboard?

Solved my own problem.  Created Windows 10 "Clean Install" DVD and with HP Pavilion turned off, inserted Windows 10 DVD and turned PC back on.  Boot sequence was (1) DVD drive and (2) the hard drive.  After turning PC back on, PC asks if you wish to "boot" from DVD - to "push any key" - which I did and "eureka", the computer booted to a new, clean version of Windows 10, restored all of my prior settings (USB mouse and keyboard work) and computer is now "factory fresh" for a new user to set-up Windows 10 with their own user ID/password.

What is the complete product name or product number of your desktop PC?

In order to help you that information is needed.  This isn't one HPE PC fits all, because they are not all identically configured.
