I have removed all antivirus apps and still cannot turn on real time protection from Windows defender. What am I doing wrong?

1. Hold down the 'Windows' key.
2. Press the 'R' key.
3. Release both keys.
4. Into the window that has opened, type 'services.msc'.
5. Scroll-down through the list of "services".
6. Double-click on the Windows Defender service.
7. Click to "start" the service.
8. Click to "automatically" start the service, every time that Windows starts.
