I have vision issues, and on some sites, especially when print is small or in light blue, it's hard for me to read. Can I make the print more bold or have more contrast?

What you see on your monitor is largely controlled by which Operating System you are running, the options available for that setup, and how much you need / want to change what you see.
For example:
Windows 10 Settings menu: The Ease of Access tab

How to change Theme, Lock Screen & Wallpaper in Windows 10
Personal experience: "High contrast" display setting (in Themes) is more difficult to see than one would think -- and the after effects (for example, truly getting rid of the setting if/when you don't like it) can be irritating.
If you want an easy-on-the-eyes setup, opt for a plain background on your screen:
Don't have a plain image to use?
- Create a large dark gray (filled) rectangle using Paint >
- Rectangle sized 1600 X 1000 px works fine with a HD display (1920 X 1089)
- Add some text if you like >
- Save the image as a .jpg file >
- Right-Click on the saved file > Use that image as your background
Starting in Windows 8.1 you can control "just text size". This is very useful.
Windows 8.1:
Right-Click anywhere on your Desktop > Personalize > Display > Change only the Text Size
Windows 10:
Settings > System > Advanced display settings > Advanced sizing of text and other items
OR
Control Panel > icon view > Display
Select from
Title Bars
Menus
Messages Boxes
Palette titles
Icons
Tooltips
Be aware that if you select a size that is "overly" large, that the font / text will not quite fit into the menu, Title Bar, Icon for which you are changing the setting. Experiment or try size "11" to start. Bold is nice on title bars.
