Allow me to welcome you to the HP forums!
To answer your question -- YES -- but you need to use the HP software and drivers, not the one supplied by Microsoft.
Here is the drivers and software page for that printer: http://support.hp.com/us-en/drivers/selfservice/HP-DeskJet-2130-All-in-One-Printer-series/7174550/mo...
You need to download and install the Full Feature Software and Drivers for the printer.
Then, disconnect the printer and install the software.
Do not reconnect the printer until the installer prompts for it.
After the install is done, reboot.
You should then be able to use your printer in Win10.
