Black screen blinking cursor

hey guys i need help with my computer

 

whenever i turn it on it goes to the black screen and blinking cursor and i cant seem to get rid of it.

its a dell (windows vista) computer by the way.

 

i know nothing about computers i really need help!

Ignore the hp stuff... You'll need to use whater key presses are teh equivilent for your Dell... But you can read it to get the gist.
