Updates not installing properly

I have two Windows 7 updates that continue to need to be installed, Security Update for Microsoft .NET Framework 4 (KB2656351) and Update for Microsoft .NET Framework 4 (KB2600217). Every time I install them, restarting the computer, they are still apparently uninstalled. The system won't let me deselect them so that they won't be installed either. The installation of the Security update (KB2656351) goes back to at least the 26 April 2012, as far as the log goes (not sure if it's the same update all the time, but it's pretty regular).
How do I get it to either install and stop bugging me, or to turn off the need for that particular update?

Hi:
You can right click on them in the windows update program and select Hide Update. Then they won't bother you anymore.
But before you do that, try the standalone downloads of these updates at the links below.
Select either one of the last two listed. 64 or 32 bit as applicable.
