Operating System: Microsoft Windows 10 (64-bit)

Can you provide me the drivers for this webcam.

I've tried system restore, uninstall/reinstall, remove/re-add in device manager.

The computer sees it as an unknown USB device.

sorry, unless I'm mistaken, there are no drivers available

The device-drivers for the integrated web-camera should already be installed.

If not, run the HP Support Assistant, to see if it will find & download & install a device-driver.
