No.
If you install a low-powered video card you should be able to use the outputs on the card. Check the manufacturer's specification on the candidate upgrade video cards. The card must be low profile. Be aware that the internal power supply unit is a mere 180 Watts. You will need a card that has perhaps 512MB to 1 GB discrete VRAM.
It may be difficult to find a card that will work. FYI the BIOS in the motherboard is UEFI, not legacy.

As far as I am aware, all HP desktop computers are that way. You can verify that by looking into the motherboard specifications of any HP motherboard going back many years.
It is the norm, so you have no choice but to accept it as a design feature put in place by HP.
But your toughest roadblock to upgrading to a video card with multiple outputs remains the same.
Finding a PSU that is higher capacity than the one installed that fits the proprietary format.
Slimline PCs are notoriously difficult to upgrade because of the physical dimensions of the case.
They are perhaps the worst case scenario for upgrading a video card with any real power.
