LV2311 monitor
Microsoft Windows 10 (64-bit)

When I start my PC and turn on monitor, the right half of my monitor comes up as not viewable.  It isn't blank or dark, but a myriad of colors that cover that side of the screen.  The left side is fine.  To become viewable, I must go to a internet startup page that is virtually all white.  Then I power off my monitor, then back on.  The right side flickers for quite a while, gradually "settling" into the white screen but if I try to move to a new program or open up a page online, the screen flicks back to the unusable colored screen.  It takes several attempts and about 30 minutes before my repeated attempts finally work and the screen settles to where the full monitor is viewable.

 

I have disconnected and reconnected all cables to the monitor, and that hasn't resolved the problem.

 

What is the problem I am having and how do I fix it?
