I would like to use an HP ENVY All-in-One Desktop - 27- b025se touch as an external monitor for my Windows-based laptop. Is that possible?

Yes, you can connect your AIO to your laptop if the laptop has a HDMI port. There are two HDMI ports (In and Out) on the AIO. You will use the HDMI Out. You will have to buy a HDMI cable.
Port #2 in the diagram is the the HDMI out.
