Is it possible for me to connect a destop tower to my all in one PC? Basically using my all in one PC as a monitor.

Basically, NO.  The PC would need a video INPUT jack, and all the video jacks are OUTPUT.

On the back of my pc there is two HDMI ports which say 'In' and 'Out', what does that mean?

OK, I stand corrected as I was not thinking about HDMI ports, only standard video ports.

 

The HDMI port labeled Input is clearly that, and you should be able to connect the HDMI cable to it -- but I have not used, nor can I afford, a PC with two ports like that, so I don't know what will happen when you connect the tower PC to it.  My  guess is that the screen on the tower would then be mirrored on the HP.
