my dvd-rom will not play movies

I have a Compaq Presario 6000 with Windows XP on it.  My DVD-ROM for some reason will not play DVDs on it, but it will play music cds and reference cds on it.  I would appreciate it, if someone could help me with this problem.  When I used Windows Media Player 11 and put in a movie, it give me the message.  "The cd may be damage or corrupted" and something about missing files.  Anyway it can not read the disk.  I had to redo my computer and put in a new Windows XP onto it.  I done been on the HP support site and used the Fix it program for CD/DVD roms and it give me the message of, "The problem has been fix, however there still seems to be a problem", which I found very confusing.  Is is possible that when I downloaded a new Windows XP it did not download a DVD decoder?
