Can I charge my OMEN by HP Gaming Laptop 16 (40.9 cm) (b1370TX) using the Thunderbolt Port?

It has 1 Thunderbolt™ 4 with USB4™ Type-C® 40Gbps signaling rate (USB Power Delivery, DisplayPort™ 1.4, HP Sleep and Charge) port and requires 230W charger.

 

Yes, you can use a compatible USB-C charger with wattage rating 230W to charge your machine. I don't know where you can find that sort of chargers therefore I don't know how.  I charge my machines using 100W USB-C charger where my machines require 45W to 65W ratings.

How can I enable power delivery in omen because it charges in power off mode but not charging when I power on my laptop?

Most likely the charger is too weak. As mentioned above, your machine requires a charger with power rating is 230W. How much juice is on your charger ?

Yes, with 100W charger is a lot lower 230W therefore it can charge your machine when it off or idle.
