I own an HP Deskjet F4583 bought in the Middle East which uses both black and tri-color cartriges #121. I moved to the Philippines bringing my printer and found out that the ink number is not available. I asked the local HP support for help. They didn't provide me a good solution to my problem. All I know is that I have to change the regional settings to Philippines so that it can accept the local ink cartridges that is available and compatible with my printer. How can I solve this problem?
Details of the phone call:
* The CSR that I talked to said that I can't change any of the settings? I have to but a new printer.

You will need to Contact HP to request a "Regionalization Reset". There should not be any charge for this, it is covered as part of the cartridge warranty. You will need to have access to your computer and printer while on the line with HP. You will also need to have a set of cartridges for the new region, once the reset is complete cartridges from the original region will no longer work. HP's web page on the subject is here.
Since you have already contacted HP without success I have forwarded your information from a private email to a contact in HP that should be able to help resolve your issue.
