I'll be glad to help you 🙂

As I understand the volume lowers on its own,

If you've confirmed that the button isn't physically stuck due to a hardware malfunction,
follow the below steps to resolve the issue otherwise, contact HP for a hardware service.:

1. Right-click the Speaker icon in the bottom right corner.
2. Click Playback Devices.
3. Click Speakers.
4. Click properties.
5. Click the advanced tab on the Properties window.
6. Change the Default Format drop-down to the highest quality.
7. Apply the properties.
8. Click OK to close the properties window. Restart your Notebook and try the sound.

You could  try using the Windows Update Troubleshooting tool to fix any updates that have not come through for Windows 10.  Please restart the Notebook twice to make sure all update have been completed!

I recommend restoring the BIOS defaults as well,
And keep me posted for further assistance.

Feel free to post your query for any other assistance as well,

It's been a pleasure interacting with your and I hope you have a good day ahead.
