The system sounds continuous short beeps.
I am not able to enter the password or any characters to get past the Bios password screen.
Sometimes a character, shown by *, is entered onto the password box but not corresponding to my key strokes.

I am sorry for the issues you have. I am afraid that the beeps usually indicate sound from motherboard and is not a good sign - typically some sort of hardware failure or problem.
Please, read these two articles and try to find the solutions for your specific issue/case:

If nothing helps, you need to bring your computer (or ship it) for service to HP Authorized Service center where the technicians can check it onsite and fix it. If your computer is still under warranty or you do not know where such a center is located, please contact HP support >> http://www8.hp.com/us/en/contact-hp/ww-phone-assist.html
