Thank you for the clarification.
Did it work - did you manage to restart/start it finally ?
If you didn't can you try to perform factory reset to revert the operating system to the initial condition when it was initially purchased.
1. Please, shutdown the computer using the power button
2. Power it on.
2.1 As soon as you press the power-on button, immediately begin hitting the Esc button (like tap-tap-tap).
This should open a HP Startup Menu
3. Choose F11 for system recovery
4. Follow the on-screen instructions to go to Troubleshoot
and either RESET your PC with option to delete all files
or perform HP Recovery (whatever is present/applicable)

If the above was performed but still did not help, you may want to bring back the PC to the reseller and ask for a replacement. It is still a newly purchased so probably it will work (depending on local laws).
