The 2 blink defnitely indicates BIOS corruption; unfortunately, the fact that the [[Windows][B]] doesn't work indicates that either the HP_Tools partition with the recovery binaries was deleted from your system, or that the corruption is not recoverable in the field.  You may want to contact HP Service for your country / region to see about getting the unit serviced.
