Before this:
1. No quick play lights
2. Fan on constant high at 215 rpm
Any ideas?

I’d like to help!
From what I understand your notebook isn't booting to windows after the Bios flash and here's what I recommend!
Perform a hard reset to release any excessive static on your notebook, as mentioned below:
Turn off the computer.
Remove the computer from any port replicator or docking station.
Disconnect all external connected peripheral devices such as USB storage devices, external displays, and printers.
Unplug the AC adapter from the computer.
Remove the battery from the battery compartment.
Press and hold down the Power button for about 15 seconds to drain any residual electrical charge from the capacitors that protect the memory.
Insert the battery and plug the AC adapter back into the notebook computer, but do not connect any of the peripheral devices.
Press the Power button to turn on the computer.
if the issue still persists, please access your BIOS by restarting the notebook and tapping F10 during restart, once you're in > Go to Main > Change SATA to IDE or if it is on IDE change it to AHCI mode > Save changes and exit.

Before trying to flash to F.5A from F.59 the only issues were:
1.fan ran at constant 215 rpm with very cool temps at CPU, both cores and GPU.
2. Quick play strip did not work - no lights or working functions on numbers lock, volume up/dn, Mute or DVD.
Now after pushing power button the hdd and power button lights come on, fan runs on same high speed, but nothing happens.
This is the 2nd motherboard from same source that has acted this way.
Could it be MOBO circuitry being bad on both refurbished boards?

It's highly unlikely that both motherboards would have such issues, nevertheless I do have a few other steps you could attempt:
A bios recovery could be the solution, here are the steps:
To recover an earlier version of the BIOS on your notebook:
Turn off the computer.
Plug the notebook into a power source using the power adapter.
With the computer off, press and hold the Windows logo key
and the B key at the same time.
Still pressing those keys, press and hold down the Power button on the computer for 2 to 3 seconds, and then release the Power button but continue to hold the Windows and B keys until the BIOS update screen is displayed or until you hear a beeping sound (usually 8 beeps).
The power LED light remains on, and the screen remains blank for about 40 seconds before anything appears on the display. You might also hear beeping sounds. Eventually, an HP BIOS Update screen displays and the BIOS update begins automatically.

Tried the suggestion. The laptop beeps, 1 long then 2 short, over and over and over. Nothing else happens on screen. The power button LED and HDD LED are on but that's it. Just the beeps.
Driving me crazy.

That seems to be an issue with the computer unable to initialize video or video card required but not installed,
It usually occurs if there's too much heat inside the computer, here's what you need to do:
Turn off the computer and leave it under a towel (Cold surface) or a cooling pad until it cools down.
Once it cools down, you may attempt the Bios recovery again and that should resolve all the issues!

I'm glad you found that amusing but maybe I should rephrase!,
The beep code you've mentioned 1 long & 2 short beeps represent the error "unable to initialize video or video card required but not installed" and one of the many steps to resolve that error, is to cool down the computer, for further details Please click here.
I understand you haven't been using it as it isn't booting up but attempting to fix the computer and correct me if I'm wrong but it's been up for a long time during the diagnosis, isn't it?
Also if the above article doesn't resolve the issue, the only other thing you could do is run a hardware test on all the components of your computer and contact the HP Phone support with the test results as it could be a hardware failure.

(1) Once the support page opens please select the country in which you're located. Next, enter your HP model number on the right.
(2) Next, choose the 'Contact Support' tab at the top and scroll down to the bottom of the 'HP Support- Contact' page to fill out the form provided with your contact information.
(3) Once completed click the 'Show Options' icon on the bottom right.
(4) Lastly, scroll down to the bottom of the page and select 'Get phone number.' A case number and phone number will now populate for you.

Unfortunately I still get nothing coming up on screen.
I'm going to disassemble again check to see if all cables/ribbons are correct and connected properly, and also clean and reapply thermal paste.
