I used the windows 11 tool to create a bootable usb for my envy laptop, but it won’t boot from it? USB booting is enabled in bios/uefi, its set to boot from usb so I have no idea

You have to 'tell' the notebook to boot from the USB flash drive.

Have the flash drive in the USB port.

Turn on or restart the notebook.

Immediately tap the ESC key to get the menu of options.

Select the F9 boot options menu and from that, select the USB flash drive the W11 media creation tool created, and press the Enter key.

The PC should boot from the W11 USB installation flash drive.

The usb doesn’t show as an option in the boot menu

Go into the BIOS and disable Secure Boot and see if the drive shows up as a bootable device afterward.

It says that the selected boot device failed

That's what you get when you select the USB flash drive to boot from?

If so, see if this works:

Instead of letting the Media creation tool to automatically make a USB flash drive, download the W11 ISO file instead (3rd option).

Download Windows 11 (microsoft.com)

Use the free Rufus utility to transfer the ISO file to a USB flash drive so that it is bootable.

Rufus - Create bootable USB drives the easy way

Se up the utility exactly as you see it in the illustration for Windows installations.

If that doesn't work either, unfortunately I don't have any other ideas you can try.

When I tried that it said that there was a security violation

If you didn't/couldn't disable secure boot, try making the bootable USB flash drive using the method I just posted anyway because at this point, you have nothing to lose.
