Product: HP Notebook - 15-f272wm (ENERGY STAR)

I recently swapped the hard drive from the HP pavilion with a 1 tarabyte hard drive that has a newer windows on it and won't boot. Nothing but a black screen with a blinking_cursor. What are my options??

The only suggestion I can offer would be to reinstall W10 by making a bootable USB installation flash drive with the media creation tool from the link below.

 

Download Windows 10 (microsoft.com)

 

Unless the PC you took the drive from has the approximate hardware specifications as your notebook, you can expect it not to work.
