Hard disk error 9TXFK5-7AA89Q-XD7V7G-60UN03.
Can't do a CHKDSK /F to repair, because it is always allocated to Windows. Any way to log into non-Windows environment (i.e. MSDOS) to fix>

Hello;
Allow me to welcome you to the HP forums!
Actually -- YES -- but you will need another PC to make a bootable CD or USB stick.
Goto this page and download the Minitool Partition Wizard Boot CD file: https://www.partitionwizard.com/partition-wizard-bootable-cd.html
Once you have this, you have a choice of media to create:
1) If you can boot from CD, download and install ImgBurn and use the Write Image to Disk option to create a bootable CD.
2) If you can boot from USB, download and install RUFUS and use the option to create a bootable USB stick from the ISO file.
Boot your PC with the media you created.
When you run the app, choose the option to Check the drive, that runs CHKDSK.
