BACKGROUND INFORMATION
Ok basically I looked at my drive space and I needed more space. So I uninstalled my programs like minecraft, steam, premier pro, etc. I gained no space. So I thought maybe it was time for a system reset where I can still keep my files.
HERES WHERE THE PROBLEM BEGAN!
So when I was doing the reset I accidentally turned my computer off. I then rebooted it and it said no changes made. I attempted to log into my account and it took 3 hours and it still wouldn't let me in. So I held shift and pressed reset and tried to perform the test 5 more times. Each time it said error no changes made. Now it won't load past the hp screen. I contacted hp and they wanted me to pay for help. Somebody plz help me!

Your notebook came with Windows 8.1 with Bing 64 bit.
Have you created HP Recovery USB after first setup of this notebook?
Have you successfully upgraded and activated Windows 10 previously?
The hardware specs that is in this budget machine is bare minimum: 32gb eMMC storage capacity, 2gb RAM, Intel Celeron processor. I am not sure if HP recovery would be successful even if you've not accidently turned off computer.
I would suggest you to clean install Windows 10 Home 64 bit using Microsoft windows media creation tool by creating bootable installation USB:

My only problem is I can't actually load past my hp screen. I'm limited to only fixing my problem through the startup menu. This is accessed through spamming the esc key. Could you walk me through how to do this through the startup menu.

Either your operating system or recovery partition has become corrupted due to sudden loss of power.
You can repair install Windows 10
https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
But recovery process being cut in between, I think you may to do clean install instead.

Did you create Windows 10 installation USB?
If so, first disable secure boot from BIOS setup.

Then plug in USB in USB 2.0 port. Restart system. Tap away f9 key as soon as you power on laptop , then change boot order to boot from USB.

That's it.
Do the clean install from installation USB
