I grasp that your display screen is broken and you would like to be able to change the boot order to be able to upgrade to Windows 10 and use your external screen. Please review this post by @DavidPKRe: How do I connect my laptop to an external monitor as it may aid it getting the external to display the settings. Here is a link to HP PCs - Configuring the Boot Order in the System BIOS.
If you are still unable to get an image on the external, then disconnect the display internally, forcing it to see the external. Here is a link to HP Pavilion 17 TouchSmart Notebook PC HP Pavilion 17 Notebook PC Maintenance and Service Guide. Please note chapter 6, page 65 for guidance in disconnecting the display.
