Microsoft Windows 7 (64-bit)

I purchased a used HP ProBook 6440b that had a password set for access the bios or cmos.  I would like to clear or reset this password.  I installed .NET Framework and then some of the HP ProtectTools and all that accomplished to change the password for the Owner/User access not the Admin password to setup and it seems to  have set a password for starting up Windows 7 64 bit Professional even after a reinstall of the OS.  There are no error messages - after attempting to enter 3 times, i think, a messages says to hit the power button.
