When I turn on my notebook on it starts and shows the word 'restarting' But will not move on. It is like the O/S is stuck in the restarting mode and will not go to run. Before this error happened I did close my notebook by using my restart button

Unfortunately, the best way to turn off a notebook is with the shutdown button or by close it to let it sleep or hibernate.
It is time to use your usb recovery media to access Windows system restore.
Boot to the usb flash drive and select Windows system restore.
Choose a restore point dated before the problem you are having started.
System restore is reversible and will not delete your stored documents, photos, videos or music.
