laptop does not start at all

hello, 

i recentley boucht this laptop broken. when i came home i pressed the power button and nothing happend now today i took the laptop apart to see if maby the gpu is broken becouse the laptop did came on but is didnt show anything on the screen, but i coudnt find anything there apart from an extra ram slot. now i put the laptop back together and powerd it on and i got the caps and num lock key's to blink. the 'code' is caps and num lock turn on both at the same time and then turn off for like 3 seconds and then both come back on. i was also looking online for some error codes and i saw that the cpu may be broken but can you confirm that for me?

Yes of course. Anything can be replaced if you have enough money and skills. Actually that is an older laptop and the motherboard will not be expensive. Where do you live (country)?
