Hi there!
I have forgotten my admin/power on password for my notebook (15-f018ca).
When I power it on it comes up a black screen with a small blue rectangle prompting me for my password.

Tap away F2 or ESC key as soon as you power on laptop, go to System Diagnostics - perform extensive hard drive and memory tests
Let it finish. Report back with results

Have you created HP Recovery USB using HP Recovery Manager just after initial setup of this notebook?

Memory Test - Okay
Hard Drive Check - Whether you click on 'Quick Check' or 'Extensive Check' the same screen appears saying;
SMART Check - NOT INSTALLED
Short DST - NOT INSTALLED
Only option is to return to the main menu.
When turning on the notebook this is what appears.
Boot Device Not Found
Please install an operating system on your hard disk.

That indicates failed hard drive in most cases.
To rule out other issues that can cause this, you can try :
First hard reset: https://support.hp.com/in-en/document/c01684768
Then reseating hard drive from its bay by disconnecting and reconnecting SATA cable from hard drive.
Manual: Page 44-46, requires major disassembly

Try power on laptop,
See if issue has resolved.
Else, you've to buy new hard drive of similar form factor.
If you have not salvaged data from failed drive,
There are 2 main methods you can try to salvage data from hard drive if you're having issues with hard drive:
1) Create LiveCD from another computer. Boot from this disc in your laptop, then copy the files from HDD to another external hard drive connected to notebook.

2) Take out the hard drive out. Connect it to another computer using SATA to USB adapter. Use Windows explorer to copy the files you need from HDD to another external hard drive.

Then reinstall Windows using HP recovery media. Since you've not created one, order recovery media from HP directly.
Have you upgraded to Windows 10 previously?
If so, no need of ordering HP Recovery media, you can just clean install Windows 10 Home 64 bit using Microsoft Windows media creation tool.

Windows will be automatically activated after installation while connected to internet.
